" The Gardens under management or control of the Council, and Ground appertaining thereto, herein called the Gardens, shall be open from sunrise to sunset on each day of the week " "No Person shall pluck any of the Flowers or walk on the Beds or Borders or climb upon or get over the Fences or remove any of the Tallies or disturb, damage, or destroy any Property or thing in the Gardens." " Any Person offending against this Subdivision, or any such Regulation, shall forfeit a sum not exceeding £5." Education Office, Napier, February sth, 1891.
