Wellington, This day. The weather is still cold and rough, and little is doing ou the wharf, except the work on tho Southern Cross.

The carters and express men have practically struck, blocking all trade. The interest is now chiefly centred in what tho railway men will do.

The chief officers of the following steamers havo joined the Masters' Association :— Waihora, Takapuna, Wareatea, Wanaka, Mawhera, Omapere, Southern Cross, Waihi, Kanuri. Moa, Manawatu, and Mahinapua. Tho following seoond mates have aiso joined : — Wanaka, Waihora, Moa, Wareatea, Mahinapua; and also tho third and fourth mates of the Waihora. _ So far seventy masters and mates havo joined.

The"Times states that telegrams received from the south point to the boliof that arrangements will soon be arrived at whioh will lead to a settlement of the dispute.

Regarding the statements made at the meeting of railway employes last night, it has transpired that no telegram was sent to the Commissioners by certain gentleman in Christchurch asking "that the platelayers bo reinstated.
