The Audi tor-General had informed him they were returned for amendment.—Received. From Waterworks Engineer, stating pumping for the month amounted to 311 hours.-Cr. McVay said they had olose on three months' fuel in hand. lIOTION. Cr. Cohen moved, •< That the attention of tho Napier Harbor Board be again called to tho unsanitary and foul condition of the Whare-o-maranui lagoon, fronting Wellesley road with Hastings street, and the junction of Wellesley road with Hastings street ; to previous correspondence between the Local Board of Health and the Harbor Board relating to the same, and the Board's accion thereon ; and that tho Napier Harbor Board be finally informed that unless effectual stops bo taken with all reasonable expedition to abate tho same th*o Napier Local Board of Health, in the interests of the health of the town, will adopt such measures as are allowed by law to compel tho Harbor Board to abate the si>-"d nuisance." was to be reclaimed. There would be no gain in passing such a motion. There was no denying it was a nuisance, but the motion should state that a chain would have to bo reclaimed. Tho Mayor said the matter was of grave importance. It was on account of the peounary position thfi Board was in that the work had not been carried out. Or. Faulknor's suggestion to make the motion more definare was a good one. Cr. Cohen had no objection to postpone the motion for a fortnight. He could not understand the position taken up. It was not to be expected that he should give a definate* statement of what was wanted to be done. How much was to be reclaimed should be left to Mr Black. Surely they ought to take the same stand with the Board as they would with a private individual. 1 hey had spent one hundred _ nine us for a report as to how the Board's property could be improved. If they were to study the Board s finances they should not have ordered others to do certain works. He would have liked to have seen a large work carried out, but in the meantime he wanted the nuisance to be abated. There was no rig ht to insinuate anything, and the correspondence in the Inspector's book would show that. Cr Cranby said he had never heard of it since'he had been in tho Council. Cr Cohen did not wish any Councillor to insinuate that ho proposed the motion through tho action the Haroor Board had taken in reference to the road. Ho had anticipated that the Board would have carried out the work before this, when they oould not get the larger schemo carried out. . ■ Cr. Cohen's motion was carried. PKOGBESS EEPOBT.

Drainage Wellcsley Road.—The main sewer on this road is now laid, and tbe branches will bo laid in about two days, ■when this part of tho work will bo finished. Bay View Road.—A fence has been erected on the most dangerous part of this road. _ . , , Repairs to Roads—-Repairs have been effected on Harvey and Burlington roads, and shingle repairs to Munroo street, Thackeray street, and Carlyle street. Welleslevroad.— I would beg to recommend that, tenders be called for about 0000 cubic yards of quarry material for the formation of this road instead of 3000 as authorised, as I find that 30iM yards wul only be efficient for the protection of the pipes only without effecting the improvements needel for the requirements of the road ' 5000 yards will form the nad to a width of 31 feet, which will leave 21 feet for vehicular traffic, as at present, and ;> / feet for a footpath alongside o fence.
