London, September 15. The strike of the London dockmen has cost, the dock companies and tho workmen two millions sterling, and has lowered the valuo of the clock '"stock ou the exchango another million.
LABORERS' UNION,
The Laborers' Union now numbers IS,OOO members, which is sufficient men for the work of the port without tho employment of casuals.
COLONIAL SECURITIES.
Sir Graham Berry (Agent-General for Victoria), Sir Charles Mills (formerly Under-Secretary for the Cobnies), and Sir Charles Tupper (High Commissioner for Canada), have been selected to act with Mr. Goschen's departmental committee to report on the investment of trust funds in colonial securities. Mr. Gosohen requires the colonies to secure to investors the right to recover money in English courts, and only stocks which hnve reached a certain minimum aro to be eligible For trust investments. GERMANY'S COLONIAL POLICY.
Prince Bismarck, in replying to the South-West Africa Company's request for imperial protection, says it in not ii part of Germany's colonial policy to introduce State institutions among uncivilised races.
