Owing to pressure from England and Italy the Sultan of Turkey has consented to the appointment of a special council to enquire into and alloviate the complaints from Armenia. Tho Wiener AUgemoino Zeitung states that the Czar has notified tho Emperor of Germany of tho exisrenco of an agreement between Russia and France.
