The Journal de St. Petersburg agrees •with what Count Kalnoky, Austrian Foreign Minister, in his speech to the Delegations said regarding the claim to independence of the Balkan States, and approves of the policy of the Regents of Servia, who hope to restore an intimate union with Russia. The Journal declares that Russia will never interfere with Servian independence, and cordially accepts Count Kalnoky's assurance that tho peace of Europe ■will not be disturbed. NOT PROVEN. The arbitrators of the Jookey Club in tho case of Durham v. Chctwynd havo awarded the latter one farthing damages, both parties to pay their own costs.
