The first three days' work at the Emigration Bureau shows that the estimation of its practical value have been more than realised. Need for official dissemination of trustworthy information has already been placed beyond doubt. A diabolical Anarchist plot has been discovered at Vienna, having for its object the burning of the city by firing the great timber yards, and the apparent directions simultaneously by the conspirators, who have provided bombs, which they intended thiowing among the crowds attracted by the fires. The police arrested twenty of the ringleaders on the execution of the design. [The above items arrived by the Hauroto at tho Bluff yesterday.]

Melbouene, November 22.

The Argus to-day states that the postal conference has decided to adhere to the basis previously agreed upon for the postal contract, namely, the payment for the carriage of mails by weight, and to call for fresh tenders for the service. The details of the proceedings of the conference have not yot been made public. The Gambier sailed to-day for Adelaide crowded with diggers for the'Teetulpa goldfields, among them being 100 men from the Sandhurst district.

It is reported that agents of the Bussian Government are actively employed in endeavoring to raise disorder amongst the people at Rustchuk and other towns in Bulgaria. It is understood that the Eussian Generals Ignatief and Gourka are tho only candidates for the Bulgarian throne who will be acceptable to Russia. Mr Gladstone has written a reply to the note of the Bulgarian Deputies, appealing to him for assistance against the aggressions of Russia. Mr Gladstone states that ho entertains a hope that the Czs»r will maintain the noble policy adopted by his father with regard to Bulgaria. He further remarks that he has not attempted hitherto to interfere in the crisis which has arisen, because he is confident that the Marquis of Salisbury, in the course which he has pursued in relation to the matter, faithfully represents tho sentiments of the people of England.

The Sobranje considered it hopeless to again elect Prince Alexander, tho deposed ruler, who would have been undoubtedly restored to his position if it had been considered that the Powers would have sanctioned such a course.

It is considered probable that the demand will havo to be conceded to them, particularly as the Agents-General representing three principal colonies, namely, Sir Graham Berry, Sir Saul Samuel, and Sir Arthur Blyth, during a conference between the Mansion House committee and the Agents-General, supported tho claim of the British manufacturers, despite the strongly urged opposition of Mr J?. Garrick, Sir Dillon Bell, and the Hon Adye Douglas.
