The French Chambers were formally opened to-day. An official Yellow Book regarding the Franco-Chinese difficulty was tabled. It confirms the recent intelligence that negotiations between the Marquis Tseng and tho French Government are at a standstill. The documents show that the Chinese Government demanded that Tonquin should be evacuated by the French forces, and that China shall exercise exclusive control over the Red River. It is further made apparent that the French Government hopes that the reinforcements despatched to Tonquin will accomplish the fact of bringing China to reason.
