I In all races where a forfeit has to be paid, the ownor of any horse entered for any such race, who ihall neglect to declare and pay forfeit before 10 a.ai. on the morning of the race, shall be liable for the wkole of the stakes, unless otherwise specified in the conditions of any such race. All persona intending to withdraw horses are required to give notic9 to that effect to the secretary or clerk of the scales at least half an hoar before starting; any person neglecting or refusing to comply with this rule shall pay a fine, to be imposed by the stewards not exceeding 5 sovs., to the lace fund No entry will be received for any of the races except upon this condition—that all disputes, claims, and objections arising out of the racing shall be decided by the fte wards, or those whom they may appoint. Their decision on all points connected with the carrying out of this programme shall ba final. All entiles to be sealed and addressed to the stewards, entrance-money enclosed, with the name, age, and pedigree of the horse, name of the owner, and colours of the rider.
