PARLIAMENTARY NEWS. FORMATION OF A NEW MINISTRY. THE MINISTERIAL PARTY GAINING STRENGTH.

Mr. Water ho us k is to be Premier ; Mr. Vogel, Treasurer and Postmaster-General ; Mr. McLean, Native and Defence Minister ; Mr. Hall, Colonial Secretary ; Mr. Ormond, Minister of Public Works till the end of the session ; Mr. Bathgate, Commissioner of Customs ; Mr. E. Richardson, without portfolio, to succeed Mr. Ormond. Mr. O'Rorke is likely to join the Government. Ministerial supportei-a are very cordial, and are gaining accessions.
The new Ministry has just been bworn in. It consists of— Premier ... ... ... Mr. Wateriiotjse Colonial Treasurer and Postmaster-General ... Mr. Vooel Colonial Secretary ... Mr. J. Hall Native and Defence Minister Mr. McLeax Minister of Public Works Mr. Oemond Commissioner of Customs Mr. Batiigate. Mr. Richardson, of Christchurch, is appointed without portfolio at pi esent, but to be Public Woiks Minister at the ending of the session, when Mr. Ormond will retire from Ministry, as he objects to resign his Superintendency. Mr. O'Horke has been offered a seat in the Ministry, and will probably accept it. 3.30 p.m. Mr. Watjsiuiouse has just announced that his first act has been to call Mokena Ivohere (Morgan), of Waiapu, Auckland, and Wiremu Tako Ngatata ( Wi Tako), of Waikanae, Wellington, to seats in the Legislative Council. 8 p.m. In the House of Representatives this afternoon the Miners' Franchise Extension Bill, giving holders of miners' rights the power to vote at elections of Superintendents, was read a second time. The Lyttelton Harbour Works, Otago Dock Trust Debt, and Auckland Improvement (Albert Barracks) Bills passed. The Quartzcrushing Machinery Inspection Bill was read a second time.
