Tours, November 14.— Advices from Lyons show that the Prussians are advancing steadily in the Eaat. They are now at Dole. Garibaldi is now at Chagny, where is also tho French General, with an effective force, It is supposed the tv,o armies will join and resist the further advance of the enemy. The work of fortifying Lyons continues. The heights about the city are greatly strengthened. The National Guards are mainly employed on the work. Despatches from Lille announce that the Prussians are near Lafer. An engagement occurred on Saturday between the Gardes Mobile and the enemy near Evreux. The French were successful, driving the enomy with loss. Elections were held at Marseilles yesterday. London, "November 14.— Much snow has fallen lately in the north-eastern part of France. The Times correspondent, writing from Tours, says, "The moral effect of the victory near Orleans is incalculable. Reinforcements have gone forward to General Daurelles and De Palladines, who now have a large and effective army." Herr Hutterback, a banker of Berlin, has been arrested for disloyalty. His offence consisted in subscribing for a portion of the new French loan. The Prussian Government has permitted Canrobert to reside at Stuttgart, in Wurtemburg, Marshal Le Bceuf at Bonn, in Rhenish Prussia, and Bazaine at Aix-la-Chapelle. Each is near the Belgian border. Gambetta has returned to Tours from the army. He has expressed his entire satisfaction with affairs at and around Orleans. Reports that Paris is distressingly short of provisions are confirmed by despatches from various quarters to-day. Bismarck has written a letter denying he had any negotiations whatever with the Empress Eugenic. German Liberals are opposing the proposition for a meeting of the Federal Parliament at Versailles. London, November 14. — A correspondent of the Independance Belge,\vribmg on October 21, says it is generally believed that Russia is about to take advantage of the war to promote her Eastern policy, and adds that the Sublime Porte formally denies any intention on the part of the Sultan to visit the Emperor Alexander at Odessa, as reported. Florence, November 14. — Riecasoli announces his retirement from public life. London, November 14. — Official contradiction is given to the report that General Buyer, when at Versailles, conferred with any other person than Bismarck. The Bavarian representatives are still a L Versailles. They are to leave on Thursday. The result of their mission is uncertain. At Becon a determined fight occurred, with, large losses on both sides. The Prussians were beaten and their entrenchments stormed, - They left 100 wagons, provisions, and forage.
