At the conclusion of Ma Excellency's speech {already given) the membeis of the Lower House withdrew to their own Chamber. NEW MEMBERS. The Speaker then took the chair again, and read to tlio Council two letters ho had received from the Colonial Secretary, informing him of the resignation of their seats by the Hon. Frederick Whifcaker and tho Hon. Hemy Sewell, and the appointment by his iixcelleney of the following new member* of Council : — Hie Honourabloa H. J. Coote, J. Dv Pie Lance, H. J. Miller, J. Prendcrgast, J. Holland, A. P. Seymour, A. K. C. Strode, andJ. P. Taylor. Those present were then sworn in. PAPERS LAID ON THE TABLE. A petition from tho inhabitants of Southland, praying for an amendment of the Land Laws ; a return relating to a native conspiracy; finance accounts of the Government of New Zealand; despatch of April last from Mr. Card well (which was lead to tho Council) j return relative to tho census ; memoranda relating to tho defence of the colony ; papers relating to Acts of tho Assembly, 1864 ; papers relative to Acts of Wellington and Hawke's Bay Provincial Councils disallowed by the General Assembly; correspondence 1 dative to the erection of public buildings in Auckland ; papeis relating to emigration to tho North; and papers relating to the Wereroa. Pa, KEPLY TO HIS EXCELLENCY'S SPEECH. On tho motion of the Colonial SKORErAUT, a select committee was appointed to prepare a respectful addiess to his Excellency, in leply to the speech, with orders to leport on Thursday. Tho following now members took the oaths and their seats in the Legislative Council:— The Hon. John Barnet Aiundel Acland, for Canterbury; tho Hon. Henry Joseph Coote, for Wellington; the Hon. James Premlegnst, for Otago ; the Hon. James Ciowo Richmond, for Nelson; the lion. Arthur Pcnroso Seymour, foy Marlborough.
