NEW YORK, January 21.

Mr. Thomas E. Dewey, district attorney of New York County, who is a candidate for nomination as Republican Presidential candidate, in his first speech on foreign affairs, said public opinion was settled that the United States would not participate in the war. He expressed general agreement with President Roosevelt’s foreign policy, but attacked recognition of the Soviet as a fuzzy-minded, departure from the American tradition.
