The Havas Press agency in Paris reports that the Foreign Minister, M. Bonnet, told Cabinet that the negotiations in Moscow have settled all essential points. There has remained a slight difference of opinion on the drafting of an article concerning indirect aggression, but not raise fundamental difficulties or affect the negotiations as a whole. M. Bonnet added that members of the British and French military i staffs will go to Moscow in the middle of next week. The British members will meet the French in Paris and they will travel on together. The military talks would, he said, be coincident with the remaining political negotiations. “The Times” says' that British and French declarations are expected to be made on July 31, emphasizing the desire of Britain, France, and Russia for a defensive i pact and announcing the formal composition of military, naval, and air missions. The report of the British Ambassador, Sir William Seeds, on his last meeting with the Soviet Foreign Commissar, M. Molotov, is being examined in London.
