Proposed Addition Of Military Talks LONDON, July 25. “The Time's” says the Government, iu an attempt to overcome the deadlock in the negotiations between Britain, France and Russia, has sent instructions to the British Ambassador. Sir William Seeds, which will enable him to attack the problem from a new angle. The proposed pact would be bipartite namely, political and military, whereas hitherto the political part had solely been emphasized. It is suggested that military talks should begin in order to enforce both simultaneously, as the Soviet originally desired. If a military mission were sent an officer of high rank would lead it. The Navy would also be represented.
