JAPAN ROUSES AMERICA

American public opinion has been sharply roused by the Japanese bombing attacks on United States navy ships in the Far East. Press comment in New York points out that the feeling is not inflamed to the point which projected the Spanish-American war with the slogan, “Remember the Maine.” But if the possibility of further incidents of this kind cannot be provided against by a stricter observance by the Japanese of the rights of neutrals in the Chinese war zone, these seem bound to recur. 'There is a limit to the indulgence to be extended in accepting apologies for “accidents.” Both the British and United States Governments have shown great willingness to accept the Japanese Government’s regrets and apologies for attacks on shipping flying their national colours. But if. such incidents continue there will be grounds for suspicion that this indulgence is being exploited, and sooner or later the public opinion of the nations concerned may insist on stronger measures. President Roosevelt has taken the unusual step of making his protest to the Japanese Emperor direct, and. it is possible that this course may have the effect of impressing public opinion in Japan, and the Government at Tokio, with the urgent need for restraining the army and navy commanders. If Mr. Roosevelts protest has this result, much will be gained toward localising a. situation that none desires to see attended by international complications.. A declaiation of war by the United States or any other Power would in all probability mark the beginning of a conflict the dimensions and the end of which no man could foresee.
