Germany Adamant That Troops Will Stay in Rhineland By Telegraph—Press Assn. —Copyright. (Received March 19, S p.m.) Loudon, March 19. The latest meeting of Locarno Powers to consider the German action in the Rhineland ended at 2 a.m. A communique says: the meeting examined the draft of a general agreement, subject to 1 - reservation of certain items requiring-further examination. Notabl. PrOg Mr S . Anthony Eden, Mr. Ramsay MacDonald Mr Neville Chamberlain Chancellor of the Exchequer, and Lord Halifax held a con ference after the meeting. It is understood, that the Locarno Powers have already reached agreement on three points, namely. There shall first be appeal to The Hague Court regarding the compatibility of the Franco-Soviet 1 act with the Locarno Treaty. Secondly, there shall be a demilitarised zone only on the German side of the frontier, policed by international forces. Thirdly, an agreement regarding collaboration between the Britis and French General Staffs. The “Daily Telegraph’s’’ diplomatic correspondent understands that the hands of Herr von Ribbentrop, German Envoy ‘o me League Council, are tied, and that he is unable to take any step with nut telephonic consultation with Berlin.
’ German circles state that no compromise is possible on two points. Germany will not agree to reference to The Hague Court or withdrawal of troops from the Rhineland.
The “Manchester Guardian’s” political correspondent savs that Germany’s attitude has stiffened as a result of yesterdays developments. He considers that even a symbolical withdrawal of the Rhineland troops is out of the question and that Germany will no. even accept the suggestion favoured in London that she should withdraw from the Belgian 'frontier. Smaller Powers who feel menaced by Germany, especially Czechoslovakia, regard the developments as gloomy and'are full of foreboding. There has seldom been a League meeting at which the small Powers have been permitted to say so little, and they are becoming more depressed as Germany is becoming more elated.
