Sir Francis Frazer presided, aud associated with him were Messrs. G. A. Duncan aud David Jones. There was a large array of counsel and representatives of various interests. Sir Francis Frazer, in opening, said tlie purpose of tlie commission was to investigate the necessity for the disputed clauses, as requested by the Minister of. Agriculture, and report to the Government. Tlie scope of the inquiry was limited strictly to those clauses. Mr. J. B. Johnston, for the Milk Council, stated that tlie council could not hope to reduce prices to consumers unless existing uneconomic methods of supply were overcome aud wider powers were given it. If tlie council did not got the milk supply as a whole vested in it, it could not cope with the situation and would be up against a stone wall.
