American Legislation INDICATIONS OF VETO Washington, Jan. 4. President Hoover to-day referred the Philippine Independence Bill to the Secretary of War, Mr. P. J. Hurley, for report, and there are strong indications of an impending veto of the measure. Mr. Hurley left the White House with the words: “The measure does not solve the inherent difficulties of the Philippine problem, but merely accentuates them.” He contended that the Bill would reduce the authority of the United States, but would still leave America responsible.
