Invitation to Foreigners SOVIET PLANS FOR MOSCOW Riga, Jan. 4. The Soviet is aiming at converting Moscow into one of the world’s international banking centres. The Commissariat of Finance declares that a number of capitalist countries have become unsafe for keeping and investing capital, and invites foreigners, harassed by currency restrictions, to transfer their money to the Soviet State Bank, which promises to pay seven per cent, interest on current accounts. "This,” says the Commissar, “is a much higher rate than is paid in any other safe country.” RUSSO-CANADIAN BARTER Negotiations Proceeding Ottawa, Jan. 4. The negotiations for the exchange of Canadian cattle for Russian coal and oE are proceeding. Mr. G. G. Serkau, of Winnipeg, head of the Canadian promoting syndicate, announced to-day. The decision on the merits of the scheme rests with the Canadian Government, he said.
