VIOLATION OF PACT
SOVIET INCURSIONS IN MANCHURIA CHINA APPEALS TO LEAGUE & POWERS Shanghai, November 26. It is announced that Nanking has sent Identic Notes to the League of Nations and the signatories to the Kellogg Pact, complaining of renewed Soviet incursions in Manchuria. Nanking contends that, while the Chinese have always remained on the defensive, the Soviet Government, without declaring war, has invaded Chinese territory, occupied Manchuli and Delainor and massacred soldiers and civilians in cold blood. The telegram expresses a hope that the League and the Kellogg signatories will take appropriate steps to punish this deliberate violation of the Pact. THE INTERNAL WAR SETTLEMENT EXPECTED Shanghai, November 26. The recent visit of the Finance Minister, Mr. Soong, to the war front has resulted in the sudden relaxation of the serious position of the Government forces in Hangkow. A temporary truce has been declared between the Kuominchun and the Government forces. Everything points to a settlement of the internal war as the result of the payment of huge sums by the Government to the attackers. It is believed that Feng Yu-hsiang will receive three million dollars and Yen Hsi-shan seven million, if they promise to cease hostilities.
