SOCIALISTS REFUSE TO COLLABORATE BRIAND MAY BE SUMMONED AGAIN Paris, October 29. The political postion is again in the melting pot, the Nationalist Council of Socialists having rejected the motion for collaboration with the Radicals by 1590 votes to 1452. M. Daladler has declined to form a Cabinet It is expected that President Doumergue will re-summon M,. Brland, as the Socialists’ rejection of collaboration with the Radicals has wrecked Cabinet-making schemes by MM. Daladier, Herriot, Caillaux, and Malvy.
