OPENED BY EMPEROR IN FULL CEREMONY

s Tokio, December 26. To-day the Emperor in the uniform of a Generalissimo, escorted by cavalry, proceeded to the House of Peers and personally read the rescript opening Parliament in full ceremony. Many Princes and diplomatic representatives were present. After the presentation of replies to the Throne, the Houses will adjourn until January 20.
