December 14, 7.50 p.m). Buenos Aires, December 13. Mr. Hoover (the United States Pre-sident-elect), arrived from Santiago, Chile, at 7 p.m. to-day. His train was more than an hour late. The thirtymile route was lined with thousands of cheering, flag-waving people. The police are holding two men accused of plotting against Mr. Hoover’s life. Fifteen hundred police are mobilised as a precaution. The Chief of Police had also strong detachments of military and naval forces under his command.
