Tho Washinston correspondent of tho "New York Times" states tlmt the Assistant Secretary lo the Treasury, Mr. Davis, has outlined a plan to Congress bv which the interest on United States . loans to foreign Governments, totalling , ninetv-five hundred million dollars, would be deferred for three years, after which the debt will be re-funded into fifteen- ; vear bonds, the deferred interest bom's Paid in fifteen annual instalments.
