JF. M. Buckley is,to move: No person who is the paid official of any club shall be eligible for election an a delcgato to tho District Committee.'' Tho Canterbury Club will move to alter the rule as to programmes, os follows:— "The programme of every meeting from September 1 to June 6 inclusive, shall Include two llat races per diem of not less than one mile. Tho proßinnime ot every meeting from .June 7 to August 31_ inclusive shall includc at least one maidon or hack steeplechase, and if such programme includes one of more flat,races, thero flhall be Olio flat race o£ not less than one mile and a quarter." , i ~ Thero is a proposal from Winton to add to Part 12 this new rule: "That the crouch eeat bo forbidden in these races, and all ( riders to have their stirrups lengthened to tho satisfaction of tlio Stipendiary Stewards." . . . Mr. E. IV. Alison intends moving that where entries, acceptances, or declaration of forfeits which lmve been made, by telegram lodged with a telegraph office at least two hours before the advertised tinio have, through any cause, been delayed in delivery to.the place advertised for receiving such entries, acceptances, and declaration of forfeits, they shall bo admitted. Tho president (Sir (icorgo Clifford) lias ti new rule to move: "All horses in which tho same owner liaß any interest shall be bracketed on tho totalisator, and owners of such horses shall give notice to tliesecretary of the club not later than the hour of [iceoptanco or final payment. If noticc is not so given the.owners eho.ll bo fined by the stewards in a sum of not less than 5 sovs., and not exceeding. 100 sovs.; and also shall be liable for any loss occasioned directly or indircctly through omission to give such notice. Foi tho purposes of this rule, a husband shall bo deemed to liavo an interest in any hor6e ill which his. wifo has an intereßt. Executors of the will of a deceased owner who have no personal financial interest in horses under their control as such executors shall not bo under obligation to bracket suoh horses with horses privately owned by themselves." At tho request of the Stipendiary Stewards the president will move:—"Trainers' licenses shall be granted as follow: (a) license 'A' will only, be grantod to wellknown public and private trainers of good character; (b) License. 'B' will be granted -to trainors who are starting ,in their profession, or who have no permanent training establishment; (c) License 'C' will bo granted to trainers who arc granted a license under special conditions aB to good behaviour. Jockeys' licenses shall be granted as follow:—(a) License 'A' will only 60 granted to jockeys over the age of 21. who, whether in the regular employment of an owner or a licensed trainer, or not. can Batisfy tho District Committee as to their fitness anil character; (b) License 'B' will only bo granted to .iockeys who are not qualified for License 'A,' and who are in the regular employment, of . an, owner or a licensed trainer; (c) License 'C' will he granted to .iockeys not qualified for Lioense 'A' or 'B,' under such conditions as may, from time to timo, he impbsed in each case by the District Committee."
