AMERICA AND THE DUTCH SHIPS
GERMANS FOMENTING FRICTION. (Rec. April 21, 11.10 p.m.) New York, April 20. The New York "Times'' Washington correspondent says that the German Press is trying to'imiko it appear that the Allies are not keeping their promise to Holland that they would not use Dutch ships in the war zone. Official advices say that a Dutch-German agreement was recently made by which Holland received 200,000 tons of German coal and 50,000 tons of Belgian'coal per month. Later the Dutch refused the Belgian coal because it had been taken at an injury to Belgium. Germany is offering Holland Ukrainian grain in return for concessions.—Aus.~N.Z. Cable Assn.
