QUESTION OF FEDERATION DtFFICULT.
London, December 9. Mr. Herbert Samuol, speaking at Huddersfield, said that tho Empire was a commonwealth without a constitution. Imperial federation as ordinarily understood was impracticable. An Imperial Cabinot was desirable but inadequate. He suggested an Imperial Assembly whoso members should bo clioson from tho various Parliaments of the Empire, to securo the greatest possible moasuro of agreement.on matters relating to tho Empire as a whole and transmit them to the various Parliaments for ratification or otherwise.— Aus.-N.Z.
