Herr Shroebsl, a Socialist; speakuig in the Prussian Diet, denounced the Government's suffrago proposals, and declared that, the reactionary system of Prussia was the strongest support of the Prussian militarism' which had caused the war. "A revolution," lie said, "will oomo when the conditions aro ripe, and you will create them if the war is continued."
