AMERICA COMPLETES TIIE LEGISLATIVE FORMALITIES ONLY ONE DISSENTIENT VOTE New York, December 7. The Federal House of Representatives passed tho resolution to declare war on Austria by 361 votes to 1. Tho resolution was immediately sent to tho White House. Senator La.Follette, who figured prominently as an opponent of tho war with Germany, was not present—Aus.-N.Z. Cablo Assn. Washington, December 7. Tho motion for the declaration of war against Austria-Hungary from December o, and making all resources availablo for such an event, has been adopted unanimously by the United States Seuato. President Wilson has signed the resolution to declare war on Austria, thus completing tho legislative process.—Aus.-N.Z. Cablo Assn. BIG GERMAN "DEFENCE" ORGANISATION REVELATION FOLLOWS AN ARREST. New York, December 7. Important papers which were seized as tho result of the arrest of Otto Mcrkel, secretary of the German University League, tend to show the existence of a German military organisation in the United States for "defence."
