The Pan-Germans are dissatisfied with Count von Hertling, particularly because he is a Bavarian, a Catholic, he sympathised with Austria, and opposed the increased armaments before the war. The Reichstag was in no way consulted. Reports from Berlin stale that Von Herding will refuse the Chancellorship because lie is unable to secure'a majority in tho Roichstag. The other candidates aro Prince Hatzfeldt, C<iunt Brockdorff, Herr von Kuhlmann, and Herr Posadowsky.—Aus.-N.Z. Cablo Assn. (R<x. November 2, 1,20 a.m.) London. November 1. The "Daily Chroniclos" Amsterdam correspondent states that von Hortling will find tho Chancellorship difficulties insuperable. Tho majority of the party representatives have declared themselves against him, because he is opposed to Alsace-Lorraine boing mado a Federal State. Ho is also opposed to all kinds of parliamentary government. It is reported that a plot exists to put forward many impossible candidatos_ m an effort to exhaust tho Kaiser's patience and secure Herr von Bethiwvnn-Hollweg's return to office.—Aus.-N.Z.
