PERSONNEL ANNOUNCED CONSERVATIVES IN THE MAJORITY Ottawa, October 12. A Coalition Cabinet .has been formed. The Conservatives are in the majority. Mr. Newton W. liowoll, leader of tho Ontario Liberal Party; Mr. Frank Carvell, Sir Wilfrid Laurier's former lieutenant; and Major-Qaneral Newburn. are joining it. The Press welcomes the consummation of the Coalition and enthusiastically expresses tho hope that more aggressive conduct of. the war will result. The formation of a War Cabinet of seven members is likely. The personnel of the new Ministry is as follows Premier, Sir Robert Borden. Minister of tho Militia, Major-General Nowburn. Minister of Immigration, Hon. J. A. Calder. Minister of the Interior, Hon. A. Mieghen.' Minister of Agriculture, Hon* T. Crerar. Minister of Customs, Mr. A. L. Sifton. President of tho Council, Mr. Rowall. Minister of Railways, Hon. J. D. Reid. Minister of Mines, Hon. Martin Burrell. Minister of the Overseas Service, Sir Edward Kemp.'
