A QUESTION ABOUT HOSPITAL SHIPS.
Mr. Payne gave notice of a question in the House of Eepresentatives yesterday, in which he suggested, without nainiii" anybody, that somebody besides tho SuK'eon-General insisted on interfering in. the appointment of the staffs of hospital ships. • '. ■ Sir Jauies Allen chose to reply to tho question on the instant.
