THE TWO PRESIDENTS. In the House of Representatives yesterday Dr. Thacker addressed the. following question, jto Mr. Mac Donald: "If when he was chairman. of tho Board of Trade ho' gavo tho board power to inflict penalties ana adjust prices whero exploitation was proved to Mr. Mac Donald replied: All I wont to say is this—that the Board of trade are working under an Act; they are governed by statute law. I have no power to givo tho Board of Trade power to inflict penalties. Instructions were -riven to the Board of Trade to investigate every case right throughout tho Dominion where a complaint was made, and if after investigation it was proved that exploitation did take place, they were to take action without hesitation. An hon. member: What was to be tho action? „, ~ , , Mr. Mac Donald: They could take action under the Act. •
