GROUND GAINED IN FLANDERS
ALLIES' PLANS IN THE WEST INCREASED PRESSURE ON THE RUSSIANS ' -BIG'ITALIAN OFFENSIVE EXPECTED The cable messages this morning report improved weather conditions in Flanders. This has stimulated activity, especially in the air. Enemy aeroplanes are making desperate efforts to ascertain the position in the British lines. A German report states that the artillery duel is most intense on the coast. The French have made further progress north of Bkschoote, and also south of Langematck. The French Minister of War says the British, the Americans, and the French will exert continuous pressure on the enemy, and Till deal staggering blows when the high commands think fit. The Russians and Rumanians have been pressed back in some districts. Mr. Elilm Root, however, strikes a hopeful note regarding Russia. He says she is growing^stronger daily, and, with the help of tho -United States and the Allies, will yet do'her part in the -war. Austria fears an Italian attack, and is frantically fortifying her front. She has refused Germany's requests to send many divisions against tho Russians, believing that an Italian offensive will be the greatest danger to the Central Empires this autumn. America is pushing on her preparations, and nearly a quarter of a million men are to be mobilised on September 1. Tho New York "Staats Zeitung" states that the Germans' now realise that if the war continues into next year America will bo an immense factor. The German submarines are said to have abandoned their indiscriminate methods of destruction, and are concentrating their attention on vessels carrying large .cargoes.
