GRAND ATTACK ON GERMAN SEA BASES
OPPOSED BY NAVAL OPINION. (Rec. July 2-1, 5.5 p.m.) New York, July 23. The Now York "World's" Washington correspondent reports'that Admiral Sims (tho American Naval Commander in British waters) and the Allies' naval officers oppose the suggestion of any attack on the enemy's "U-boat bases.
