THE COMING WAR LOAN

A POINT FOR THE FINANCE MINISTER. ■■ Sir,—lt is, I believe, a certainty that a now War I/oaii will bo started in tho immediate future, in which citizens will bo urged to invest their savings. Tho argument will bo freely used that it is not only a patriotic duty to take up as much as possiblo of tho loan, but that it is a prudent investment which should attract all who are looking for a safo and sound way of laying by their savings. Wo aro told that ii per cent, frco of income tax, with Government guarantee, should lx> temptation sufficient for the most cautious investor. But I would point out that bonds payablo to bearer aro a very unattractivo proposition to the small investor. These bonds, being, made to bearer, aro no more secure than cash. " They must bo kept in fire-proof and burglar-proof safes; and if stolon or destroyed they aro hopelessly lost. If they aro deposited in a bank, the authorities will take no responsibility, and charge a considerable commission for collecting tho interest. This want of security prevents tho investment of trust money op any savings laid.by for the benefit of wife and children. If, however, Government could see its way to issue these bonds in the same form in which ordinary company shares are issued, I am confident that this addition to security and convenience would bo appreciated by all who, liko myself, wish to help.—l am, etc, SMALL INVESTOR.
