APPALLING FIGURES AUSTRIAN PEACE OVERTURE < An interesting item in the dows to-day is the report of a speech in fc-bicli the Austrian Emperor announced his willingness lo conclude peace. The Kaiser meantime is urging his soldiers to bate* their enemies, and it is stated that he urged them to take no British prisoners and to show no mercy... An improving internal situation is reported in Russia, and the day's news dealing with this topic is.particularly interesting. Increasing activity is Teported also on the East front, and the state of affairs ruling is said to lave made the German commanders i so uneasy that they have demanded reinforcements. News from the Western theatre relates chiefly to successful air and land Taiding by the Allies. There are 6ome impressive returns and estimates of enemy losses during tie last two months. The Italians have gained .further ground on the southern part of the Cnrso Plateau. Serious strikes have broken out in different parts of Europe, and others are believed to bo impendI ing. It is announced that the Allies lave instituted' new measures of control in Royalist Greece, to take cffect to-day. '
