CAMPAIGN BY RUSSIAN WORKMEN'S PARTY APPEAL TO iIELLIGERENT . PEOPLES • Petrograd, April 13. The Congress of-Workmen's Councils passed a resolution congratulating the Government on the decision to abandon the annexation policy, and promising the Government the support of the Labour Parties. April 15, 5.5 p.m.) Petrograd, April 14. , !A meeting of the Workmen's and Soldiers' Committte .adopted, by 825 votes to 55, a resolution endorsing the Provisional Government's proclamation, which the. Committee considers to he an important step towards the realisation of democratic principles in foreign policy, and declaring that an official renunciation'by all the Governments: of ideas of territorial j expansion would contribute powerfully to the'ending of the war. , • " - ' ..' ■'.'
"But," says the declaration, "while the war continues, the Russian democracy recognises, that, any disorganisation of the army, or weakening of its, fighting capacity, would be disastrous to the country and to the cause ofliberty, and appeals to the people to concentrate their energies, assuring the army of the- production of everyfting indispensable to the campaign. "The Executive Committee of the Workmen's and Soldiers' Committee emphatically denies the report that the Russian Socialists have sent delegates to any secret peace nogotiations at Copenhagen or elsewhere, and de-' Clares that it has not the least idea of such negotiations."—Renter. :
