In some instances the tarm'ers averred that indications "are not absent of s«nothing like a "go slow" policy being in operation. At any rate, whether it is due to that policy ' or the incapacity of some of the men now employed on ths farms, they did only about two-thirds of the work, that in ordinary ciicumstances othor men did.
