In tho House of Commons, replying to questions from Labour members as to how many, were expected to enrol ill Mr. Neville Chamberlain's National Ser-. vice scheme before it would be considered a success, and tlio possibility in the event of failure of a large measure of industrial compulsion, Mr. Arthur Henderson, a member of the War Cabinet, said the speakers seemed not to realise the fact that we were at war. If compulsion became necessary in order to win. he would take every means. to get a release from; his pledge given to the representatives of the great trades unions.
