ULSTER AND HOME RULE
AUTHORITATIVE STATEMENT (Rec. January 18, 5.5 p.m.) London, January 17. Tho Bolfasfi "Telegraph" states authoritatively that tho Ulster Unionist Council adheres to absolute oxclusion of tho six counties until they freely choose to come in, and that no other proposal would l over bo accepted.—Aus.N.Z. [A message published, yesterday on this subject was as follows:—The Central Nows Agency states iliafc certain members of tho Government and responsiblo Nationalists cud Ulster Parliamentarians liave been continuing inTwnml discussions, with a viow to the [rish scttloinent. Several schemes havo been abandoned owing to suspicion and tho tension prevailing in Ireland, but the latosfc conversation has resulted in a marked advance towards an agrecraont. . . , . ' A proposal to submit tne matter to the coming Imperial Conference- was rejected, owing to Ulster's representatives pointing out that the conference was essentially a War Conference; but it is understood that both parties are in agreement thai) Ulster should be granted temporary exclusion from the Roneral scheme of Home Rule, on condition that Ulster accepts the decision of a post-war Imperial Conference.
