(Router's Telegram.) Delhi, November 26. The Viceroy (Lord Chelmsford) is making a three months' tour of India. He is finding everywhere, and among all classes, enthusiasm in the war, and a certainty of victory. Sections of the educated population are already speculating ii]son the probable changes after the war, and are urging domestic and political reforms. General gifts from all classes throughout the country continue to be made. The manufacture of munitions and other war material is being steadily pushed forward. The Indiau army is in a. highly efficient state. _ Conditions on the 7)orth-west frontier are tranquil. When the Mohmands recently gave trouble a- blockade was instituted, and the hoßtile gathering was easily dispersed by a small body of troops. The late monsoon brought about good prospects, and the crops are generally very favourable. Wheat promisos well, but the cotton was somewhat damaged by heavy rains. Trade conditions are booming. General Gourko temporarily will replace General Alexieff (Russian Chief of Staff), who is undergoing an operation.
