NEW ZEALAND ALLIANCE
ANNUAL CONGRESS.
The thirteenth annual Congress of the New Zealand Alliance opened yesterday in St. John's Schoolroom. The Rev. R. S.. Gray (president) occupied the chair. Tlio annual report contained a resume of the world's legislation in restricting the sale and consumption of liquor. Much of this was duo to the war. Russia, under prohibition, had benefited remarkably, savings banks' deposits having increased sixty-fold. France had imposed restrictions, the military authorities leading the way. In England the hours of sale had been restricted, and "shouting" prohibited. In Canada indications pointed to complete prohibition being achieved in the spring of 1917, with the exception of Quebec Province. In New Zealand the Government had failed to follow the good example of the King, by not closing Bellamy's. A very largelysigned petition was being presented to Parliament, praying that legislation be passed to make "shouting" illegal, and closing licensed bars at G o'clock.
During the day matters concerning legislation and the internal workings of the Alliance were considered.
