The capitulation of the King and his Ministers was a pathetic scene, and several of the officers of the. King's staff, were moved to tears. Some of the French newspapers are inclined to look askanoe at Montenegro, hinting that there may be. more in the capitulation than meets the eye—in short, collusion with the Central Powers. There is great jubilation, of course, in the capitals. News from the Western front is very scanty. On the Russian front great events , are happening. The Russians have evidently renewed their offensive, and to such good purpose that the Austro-German forces are reported to have abandoned Pinsk and Lutsk. In the Balkans, the suspense which precedes the next move still exists, but one'report hints that an Austro-German-Bulgarian blow will be struck to-day. There is no change in the..situation at Kut-el-Amara. The British naval blockade is to be tightened very considerably, and, it is said, it is high time, as the significant array of statistics referring to neutral trade'suggests. The announcement has given rise to anxious speculation in America, and evoked from King Gustav, of Sweden, a remark which looks very like a challenge.
