GERMANY CLIMBS DOWN

AMERICA AND PIRATE- WAR. WELSH COAL CRISIS ' . ■ ,1 ■ and toe nils THE RUSSIAN RETREAT :AIR RAIDS ON FRONT ' \ : - - ATTEMPT ON-PARIS . One of the most interesting sections of the news to-day relates to - the German submarine campaign. It is reported that Germany has not only agreed to give the United States complete satisfaction in regard to the sinking of the White Star liner Arabic, which carricd Ameri- ■ can passengers, but has agreed to order her submarine commanders not to sink merchant ships without warning. Germany's reported : change of attitude (which awaits official confirmation) is attributed not ' so much to American diplomacy as to tli'o success of the British antisubmarine campaign;: Reports dealing with 1 the Eastern campaign tell of continued Russian'.retreat. Recent German reports of great captures of .war material are denied, and it is stated'that tho fortresses abandoned by the retreating armies have been left aa mere heaps of -debris. Messages which have passed between General Joffro and the Grand Duke Nicholas emphasise the good relations subsisting between • all the Allied high commands.- The threat of an Austro-German effensive striking' Servia into Bulgaria has not yet matured, and a message from the Servian capital states that the enemy have not yet assembled north of the Danube in the strength requisite to warrant the enterprise. No : decisive development is reported at tin Dardanelles, but further graphic accounts' are given of the recent battles. Air attacks ' upon the enemy's lines''of communication are .being prosecuted with • vigour by the Western Allies. Tho Italians hare come into touch with the-outlying forts of Trent in their advance into the Trentino from the west, and have made- progress also at other points. ■;
