In reply to aiv inquiry (Juno 29, 190S) from the United States Government as to how they could best cooperate, Sir Edward Groy indicated the desirability of introducing' reforms into the Lib'erian judiciary. , "It appears to his Majesty's Government," he'said, "that tho main risk to the people of Liberia arises from tho inefficiency of Liberian administration of their, own affairs, 'especially in matters of finance, and any suggestion which tho United States might see fit to give them to follow the advice of Such foreigners as they have themselves engaged to help in their administration would have a beneficial effect.".
