LEGISLATION URGED. By Telegraph—Press Association—Copyright. London, June 29. In tho Hou3o of Lords, Lord Elleuborough urged tho Government to malco tho ovor-insuranco of ships illegal. Lord Brassey said that over-insurance was t.ho thing most responsible for loss of life at sea. Legislation was certainly necessary to protect the honest shipper.
