SOUTH AFRICAN TROOPS.

General Lord Metlmen, Commander-in-Chief in South Africa, speaking at Durban, stated that Mr. Haldane, Secretary of State for War, had directed him to consolidate the military forces in South Africa in order that the Motherland might be able to withdraw overy soldier, leaving the defence of the country to the oolonists. In answer to a question put in tho Transvaal Legislative Assembly by Mr. Abe Bailey on July 23, General Botha, the Premier, stated that when ho was in England ho strongly urged tho Imperial Government to retain the garrison in the Transvaal. The Army Council, however, was unable to recommend the retention.of a garrifjon in South Africa exceeding that whioh was necessary for defensive requirements, on the ground that such a course would tend to dislocate the organisation of the army and would impose considerable extra expense. In July a correspondent of the "Daily Chronicle" advocated the withdrawal of the army from South Africa, which would effect a saving of .£350,000 per annum. "There is," he remarked, "no more loj'al and .peaceful part of the Empire than' South Africa, yet it is garrisoned as if it were another Ireland."
