The St. Petersburg correspondent of tho Chronicle telegraphs that tho Ozar has sanctioned a Franco-Russian alliance to balance the Anglo-German agreement. Crowds of Jews are being expelled from the western provinces of Russia, and seeking refuge in Austria. In responding to an address presented to him, ■ signed by 30,000 BerKuers, Prince Bismarck declared it was impossible for him to become a dumb dog, and he claimed the right to speak in the interest of peace even if he stood alone. It is reported that the Russian Black Sea- squadron will make a demonsti'ation in Turkish waters to prevent compliance with the Bulgarian Note demanding the recognition of Prince Ferdinand by tho Porte. .Bulgaria will repudiate the soveroigntj ot Turkey unless Prince Ferdinand is recognised.
